Adopting a policy is the first step. The law then asks you to distribute it, train people, keep a record and review it - and that is what you will be asked to prove, not the file. The register holds that proof: each employee receives your documents and confirms having read them, each new hire receives them automatically, and your incident and report registers are in the same place. The monthly re-scan of your site and the alert when the law changes are included.
